Does their unbelievably simplistic and naive argument really justify that one non transparent and effectively non accountable size fits all. Do they have any awareness at all of the utilities engineering and planning mindset differences and practices needed for peri-urban services as opposed to metropolitan – wherein Waiheke matters are essentially irrelevant – wheelie bins proved that. What will be the future consequences for our island roads or for reticulation, and therefore so too our landscape and community character and identity. Where is the legal role for the recognition of difference. Is this really where our local democracy has fallen to ? Perhaps it should be pointed out that it is international best practice within spatial planning that local planning decisions are delegated to local whenever and wherever reasonably possible. Thus we must continue to lobby forcefully for our own peri-urban design panel in association with a separate HGMPA focused spatial plan for Waiheke and the Gulf, and for more toolbox empowered Local Boards.

What is it about the NZ disrespect for contributory democracy ?
Perhaps the isthmus may now be better able to appreciate our Waiheke concerns, and our structural cultural incongruity with their C&R command and control governance style. This clash of mentality – and its planning consequences – is the primary raison d’etre for our WICPG existence, that is for putting the community back into planning, and for our current fight with the ACC in the Environment Court.

And now here is a welcome letter from our Chairman Rikys :
Our Waiheke Island Community Planning Group Inc through the work of its members and associates has for over five years now been working with Councils, and with community groups and environmental groups and government agencies, and with other interested individuals, to improve the planning framework and instruments as they apply to Waiheke Island and the Hauraki Gulf – Tikapa Moana.
This work has taken place during a period of unprecedented change, from the review of the Hauraki Gulf Islands Proposed Plan (HGIPP) and provision of a new District Plan, through major changes to the Resource Management Act and within that framework important work on National Policy Statements, and of course the work of the Royal Commission on Auckland Governance, and currently the subsequent legislative implementation for the new Auckland Council and relevant references to work by the Local Government Commission.
Members of the group have also interacted with others in these fields through attendance at seminars and conferences. Much of this work is ongoing and involves continuing research and information exchange.
Thus the purpose and objectives behind setting up this web site and online document library archive are to provide open access to the body of work carried out by the Group which can be seen as both a transparency objective, and to facilitate information sharing, and most importantly to promote more informed discourse as we prepare to enter our new Auckland Local Governance paradigm with its increased roles for Local Boards in a new low carbon limited world, and its needed shared ambitions and planning focus upon People, Places and Futures.
Pita Rikys
Chairman
Waiheke Island Community Planning Group Inc – WICPG
